Joseph Hrubash is a PERMA Risk Management Practice Leader who oversees PERMA’s property & casualty operations that provide risk management and insurance services to 65% of the municipalities, and other local governments in New Jersey. In addition to managing the PERMA property & casualty operations, Joe serves as Executive Director of the Municipal Excess Liability Joint Insurance Fund, the NJ Cyber Joint Insurance Fund, the Municipal Excess Liability Residual Claims Fund, and the Central Jersey Joint Insurance Fund. He is also the Executive Director for the New Jersey County Excess Liability Joint Insurance Fund, the Mercer County Insurance Commission, the Ocean County Insurance Fund Commission, and the Burlington County Insurance Commission. Joe also serves as an advisor to the NJ PRIMA.
Joe Hrubash has 40 years of experience in the insurance industry. In 1980, Joe began his risk management career in the corporate insurance departments of the Prudential Insurance Company and First Jersey National Bank before joining Willis, a brokerage firm, where he served as a Vice President responsible for Public Entity Accounts and served as the Underwriting Manager for the Municipal Excess Liability Joint Insurance Fund. In 2000, Joe became a Public Entity Practice Leader for Conner Strong & Buckelew and then continued as Underwriting Manager for the Municipal Excess Liability Joint Insurance Fund. Joe transitioned from Conner Strong & Buckelew to PERMA in 2012 to manage the day-to-day property & casualty operations and serve as Executive Director for several public entity joint insurance fund clients.
